It would become the biggest transfer in the club’s history, surpassing the €1.5 million sale of Cedric Don to Israeli club Maccabi Haifa.
Otomeau is expected to arrive in Israel on Saturday before travelling to France to undergo his medical.
The talented midfielder was signed for Hapoel Jerusalem’s youth team last summer, after being discovered at a talent tournament in Nigeria.
While featuring for the youth team, he also trained regularly with the senior squad. He seized his opportunity following an injury crisis and went on to establish himself as a first-team regular, making 19 league appearances.
