Arsenal could sign the former Birmingham shot stopper on an emergency transfer option once his Clarets deal expires on June 30.
Hart won two Premier League titles during his time at City but was axed by Pep Guardiola in 2016.
Hart had spells at Torino and West Ham before signing for Burnley in 2018.
